Canonical Ceph Deployment

We are deploying a new Canonical Charmed Ceph cluster. The issues in this milestone are intended to be high level tasks for the following:

UAB installs and cables the relevant network gear.
Dell deployment services configure the switches based on information provided by UAB.
Canonical deploys Charmed Ceph
