OOD interactive apps timeout connecting to server

We have an issue with the OOD Jupyter Notebook app failed to launch due to sluggish GPFS.

After investigating the output log, we found the following error showing that the Jupyter app waits for 1 minute before timeout:

Resetting modules to system default
Timed out waiting for Jupyter Notebook server to open port 20288!
