Enable email notification on OOD apps

Make the checkbox I would like to receive an email when the session starts actually function.

It will send out an email when the job started. Example email:

Note: that there's no email body on this notification

Assumption:

The accounts without @ will be appended with @uab.edu to make it looks like an email. The accounts with @, e.g. XIAS accounts, will be used as email to send to.
