update the utils/readme with command to create a pipeline schedule

When you want to update/create sched pipeline variables from a project into a new pipeline in your project or vice versa, the pipeline should already exist in the destination project. If it doesn't exist, it can be created via the command line, and this command should be provided to the user of these scripts via docs
