update the utils/readme with command to list ID and description for all sched pipelines

To read the sched pipeline variables into a file, you must first know which sched pipelines exist in the src project i.e their IDs with descriptions. Currently, we get this information via the Gitlab UI, instead this can done with API calls to gitlab via the python-gitlab CLI. Document these steps in the utils/readme.md
