Explore mocksaml.com as a SAML IDP test target for RC applications like OOD that need SSO

The current test target for SAML IDP samltest.id is down. We need to explore how to set up MockSAML as a SAML IDP test target for applications that require SSO.

This should be similar to what we have done previously to configure samltest.id. The instructions to configure samltest.id are here - https://github.com/jprorama/CRI_XCBC/blob/dev/roles/ood_shib_sso/README.md

Try to follow these instructions and see if it works for mocksaml
