Fix to avoid running the cleanup jobs during deploy only jobs

Job #57665 failed for e080315e:

This job should not have been added in the pipeline because if the NUM_SERVERS_TO_KEEP value is 0 or negative, it won't add the job to the pipeline. However, it did here in this case. We need investigate this.
