Provide flexibility to test external PRs from gitlab

Resolved in atlurie/ohpc_packer!2 (closed) Currently, we don't have a way to test the feature branches of the ansible submodules external to gitlab during builds/deploys because the ansible code resides in github. We need a way to test submodule feature branches in builds and deploys by allowing which PRs need to be checked out.
