Remove pkg release tag no. as sw/build ver are enough for the install

Eesaan Atluri requested to merge atlurie/packer-openstack-hpc-image:fix-failing-pkg-install into main

Release tags for the yum pkg we are trying to install, change every build cycle. The major/minor versions are enough to get the correct versions for the pkg installs we are doing.
