The repository carries too many deploy models.

There are playbooks for vagrant deploy, terraform along with packer image build, Cluster on Demand deploy, etc. Every time we moved to a new deploy model, we left playbooks for the old models in the repo. However, we then modified roles to support the new deploy model and potentially broke support for the old models. At this point, playbooks and roles for old models should probably be removed and only be added back if we want to support that deploy model in the future and should be done cleanly.
