Fix baseurl for yum base repo

Bo-Chun Chen requested to merge louistw/cod-heat-stack:fix-centos-yum into master

Since Centos 7 EOL was June 30, 2024, the mirrorlist.centos.org is now not accessible. Update the base url to use vault centos temporary fixed the issue when using yum.
