Default to GPFS 5 nodes

Matthew K Defenderfer requested to merge mdefende/gpfs-policy:bugfix-adapt-policy-script-for-gpfs5 into patch-0.5.5

Holds the policy job as its submitted, changes the features to gpfs5, and then releases it. Will no longer run on GPFS 4 nodes. Running the policy engine on GPFS 4 requires a version of the package prior to v0.5.5
