Fix variable expansion in split-logs heredoc

Matthew K Defenderfer requested to merge mdefende/gpfs-policy:bugfix-fix-var-quoting-in-heredoc into hotfix-0.5.5

Add quotes around EOF to prevent unnecessary variable expansion in heredoc.

Also change partition requests to account for merged partitions on GPFS 5
