Clean repository after splitting analytics scripts into separate repo

All scripts associated with analyzing the outputs of the GPFS policy engine have been moved to code.rc.uab.edu/rc-data-science/metrics/gpfs-analytics to allow the projects to develop independently. This request removes all of those scripts leaving only those related to the policy run itself. It also changes the organization a bit, moving the source files from ./src/run-policy to ./run-policy and putting the policy definitions in a separate directory at the top level of the repo.
