Change CRI_XCBC related path

Bo-Chun Chen requested to merge louistw/packer-openstack-hpc-image:fix-relative-path into main

Due to different kind of environment setting in CI pipeline, packer-openstack-hpc-image will be inside CRI_XCBC not in parallel.
