WIP: Update task manager agent

This PR contains update to the task manager, since we merged the account creation agent with uid resolution agent and mail list subscription is moved one level below to verify.
Gitlab will be upgraded from 18.9.6 to 18.11 Wednesday evening (20260617). Expect services to be down starting 6:00PM CT (1800) for approximately 1 hour. See the following release notes:
